Guadalupe Moreno Toscano

Guadalupe has twenty years of experience as a cultural manager and in the design of public policies, both in the public and private spheres in Spain and Mexico, with short stays in Denmark and the United Kingdom. She worked for Mexico’s National Center for the Arts of the Ministry of Culture, as Regional Project Coordinator and later as Deputy Director General. Guadalupe was also in charge of the Executive Direction of the XXXI edition of the Festival of the Historic Center of Mexico City. At present she is the Academic and Research Secretariat at the School of Fine Arts, Universidad Panamericana, where she also coordinates the international Master in Arts Management and Cultural Policies.

She recently earned her PhD in the Communication Department of Universidad Iberoamericana with the theme “contemporary Mexican cinema as a tool of soft power for Mexican foreign policy”. She is interested in the role of non-state actors in public diplomacy and specifically in cultural diplomacy, in particular how Mexican contemporary cinema acts as non-intentional and non-state agent for cultural diplomacy that expose cultural elements that conforms a country image and a new kind of soft power.

Guadalupe Moreno Toscano studied Humanities at the University of Navarra, Spain and a Master in Cultural Policies and Management at Warwick University, United Kingdom.
